June 22, 2009 – Last week, the Obama Administration published a white paper on financial regulatory reform. The paper proposes a variety of reforms aimed at the financial industry, including proposals regarding the commercial ownership of banks.Target operates two banks, both of which are important strategic assets. We would oppose any proposal that would eliminate our ability to operate our banks.Target Bank, based in Salt Lake City, Utah, is an industrial loan company. Target Bank’s primary activity involves issuing the Target Business Card, a commercial credit card, which serves a small, but important guest segment, including local governments and social service agencies. Target National Bank, based in Sioux Falls, S.D., is a limited purpose credit card bank, through which we issue the Target Visa Credit Card and Target Credit Card, which allows us to grow our business and deepen our relationship with our guests. We are still evaluating the specifics of all the proposals and will continue to work with our trade association partners on any additional response.
